- places the targeted student in reasonable fear of harm to his or her person or property;
- has a substantially detrimental effect on the targeted student’s physical or mental health;
- has the effect of substantially interfering with the targeted student’s academic performance; or
- has the effect of substantially interfering with the targeted student’s ability to participate in or benefit from the services, activities, or privileges provided by the school.

School personnel (administrators, teachers, staff) that fail to or falsely report a bullying incident may be subject to disciplinary action, including but not limited to a formal written reprimand, conference with a direct supervisor and/or building leader, reflection of the offense in annual evaluation, and potential termination. All disciplinary action shall be in accordance with current school board policy as well as approved procedures as negotiated by the teacher association.
